The system of social interactions in the formation of platform solutions in the process of implementing the "Smart City" project

Abstract

The article is devoted to problematic issues of the "Smart City" project implementation in the Russian Federation. The authors of the article have analyzed the accumulated experience and options for enhancing the social processes of interaction among stakeholders. Also, the authors have deconstructed platform solutions, which are implemented in cities of Russia; they have identified the main rules and issues of organizing information interaction between city services and population. The article considers the basic principles of an interaction system between government agencies and territorial communities that communicate in virtual environments.
It is shown that the use of platform capabilities for the information content of the procedures for sociological monitoring of the implementation of the "Smart City" project causes difficulties due to the unresolved issues of synchronization of heterogeneous information flows, especially in terms of coordinating the temporal storage modes of the initial operational information and the databases formed on their basis.
The authors present the results of sociological monitoring of the opinions of the population in Tyumen on the issues of implementing the "Smart City" project.
