A new view on educational migration mobility of youth in the regions

Abstract

The article is devoted to the analysis of effective practices of "containment" of youth in the regions, as well as the development of scientific conclusions in the field of possible measures to reduce the outflow of students in the conditions of polarization and social and economic transformations of life. The results of the study revealed trends and patterns of interregional educational migration of young people, due to regional imbalance in social and economic development, a highly competitive system of higher education, chances of profitable employment and a higher standard of living, "Western drift"; the factors influencing the choice of the place of education and university are considered; effective practical decisions made in the regions to reduce the outflow of students and youth are characterized, such as a project "Preuniversary", the introduction of targeted education, the payment of scholarships for education and simultaneous employment in a future profession, a loyalty program, etc. The analysis of scientific research and implementation practices helped to formulate conclusions and develop a set of practical multi-level measures to "contain" and support applicants in the region. The relationship between interregional educational migration of young people and the social and economic development of the region, which determines the trends, scales and vector of processes, is substantiated. The article reasonably proposes an integrated approach to solving the problem of interregional educational migration of young people through the formation of constructive interaction between authorities, business and educational organizations.
