Abstract

The article is devoted to the problem of the formation of sustainable civil society in the North Caucasus region. The aim of the study is to validate the importance of public authorities participating in the development of civil society. The article examines the interaction between the state and civil society institutions in the context of new sociopolitical circumstances. The article argues that state authorities should create favorable conditions for the progress of civil society. The article was written using documentary and statistical analysis, content analysis of the media, and an expert survey. The analysis of theoretical material and expert surveys confirm the hypothesis that the state has a vital function in the development of civil society. It creates conditions for the effective operation of social institutions, developing a legislative framework for the protection of social institutions from the encroachment of the state itself on the foundations of democracy. That is, the development of a stable civil society requires mutual effort: the state must provide opportunities and ensure protection, while society must be aware of its responsibilities and unite to tackle pressing issues without fear of repression by the state.
The article proposes measures to enhance the effective functioning of civil society elements that aid in creating favorable public environment. Such studies make it possible to predict and develop new optimal scenarios for social development in the country as a whole and in the regions in particular.
