Aim and Scope
Proceedings of Higher Educational Institutions. Sociology. Economics. Politics is an academic journal that focuses the attention on the theory and methodology of research of social, socio-economic, socio-political and socio-cultural processes.
The journal publishes materials that give a sociological interpretation of current theoretical and practical problems of Russian society and its regions, and also summarizes foreign experience in solving socio-economic, political and legal, ethno-cultural, historical, demographic and other aspects of society.
Our credo is professionalism, scientific reasoning, a constructive and critical position in relation to the activities of government institutions and civil society.
The magazine is designed for scholars and practitioners interested in creating conditions for a sustainable and balanced social development of society and the formation of an environment conducive to the development and realization of the creative potential of the individual, for those who conduct a scientific analysis of contemporary social realities, seeks to reflect complex social processes, to develop ways transform.

This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
All articles received by the editorial board of Proceedings of Higher Educational Institutions. Sociology. Economics. Politics Journal pass a peer review process. The journal uses a double-blind peer review process which contributes to strict and objective selection of scientific articles for publication. The procedure of a peer review is that the personal data of all participants of the this process (authors and peer reviewers) remain anonymous. A double-blind review excludes biased attitude of a peer reviewer to an author and the presented work.
For a peer review process, an author(s) should prepare the files as follows:
A title page should be provided to the editorial board separately from the article. A title page should contain the following information:
- article title;
- information about the authors (full name; name of universities / organizations; postal and e-mail address of the author who is responsible for correspondence);
- sources of financing / gratitude (if there are any);
- information about the conflict of interest.
An article should exclude any identification information. Due to this, one should:
- delete the authors' names;
- exclude the data about the name of the University / organization for every author;
- cite the works of the author which are found in the text, as follows: "[Anonym, 2007]";
- make sure that the tables and pictures do not contain any identifying information related to the author;
- make sure that the data on the sources of financing / section of gratitude is removed from the article;
- all identifying information should be provided in the title page which is submitted to the journal's editorial board as a separate file;
- make sure that the file name does not contain any information that can identify an author. File properties should also be anonymous.
Procedure for a peer review of materials
Acceptance of articles for publication in Proceedings of Higher Educational Institutions. Sociology. Economics. Politics Journal is a continuous process. All articles that were submitted to the journal are subject to a process of double-blind peer review. The particularities of the publication process are as follows:
- the journal is issued 4 times a year (from 25 to 30 of each quarter);
- collection of the material is a continuous process, but the distribution of articles in the issue is carried out after passing a peer review process; making by authors the necessary revisions according to the remarks of a peer reviewer (if any); determining the articles approved for publication after additional one;
- every issue of the journal is formed from 10 or 12 articles if anything else is not provided by the journal's editorial board;
- a peer review process of the article lasts for 2 or 4 weeks unless otherwise is agreed with the editorial board;
- articles in the Russian language or in two languages (Russian and English) are accepted for consideration to the journal's editorial board; Since the second issue (the second quarter) of 2019, the peer reviewers have considered the Russian version of the article, but after a positive evaluation of the reviewer, the author undertakes to provide the article in the English language.
- an author should do the translation of the article into English within 30 calendar days;
- the journal's editorial board determines the peer reviewers who are the most competent specialists in the presented category of sciences;
- upon the peer review process completion, the author(s) receives a notification with the result of the expert evaluation (acceptance in the current form/proposal for an article's revision according to the peer reviewers' comments/refusal in material's publication);
- an author should revise the article in accordance with the reviewers' comments as well as provide them a reasoned response to every comment within one calendar month;
- if at the peer review stage the author is notified of the necessary revisions, but if the author of the article, due to certain circumstances, can not perform revisions within the specified time, in this case, after coordination with the journal's editorial board the author can be given additional time for making edits;
- after the elimination of the reviewer's remarks by an author(s), the editorial board sends the article for rereview; in case of reviewer's approval of the revised article, it can be accepted for publication;
- the journal's editorial board is obliged to inform an author(s) about all stages of a peer review (uniqueness verification, sending to a peer reviewer for the expert evaluation (full name or other personal data of reviewers should not be disclosed) and the results of a peer review;
- if an author (authors) refuses the peer review process of an article, his article is automatically withdrawn from consideration and can not be published in Proceedings of Higher Educational Institutions. Sociology. Economics. Politics Journal;
- in case of refusal of an author (authors) to revise the materials, he should notify an editor in the written or oral form of his refusal and termination of the peer review process of an article and its publication. If the authors do not return the revised version of an article after 1 month from the date of sending a review, even in case of the absence of information from the authors with the refusal to revise an article, the editorial board strikes it off the register. In such situations, the authors are notified of the manuscript's withdrawal from registration in connection with the expiration of the period allotted for revision;
- a peer reviewer can consult with other expert in case of arising controversial issues in the process of evaluating the work, having previously obtained the editorial board's consent;
- if a peer reviewer understands that he does not have enough knowledge to evaluate the article, he should inform the journal's editorial board with a request to exclude him from the manuscript peer review process. In this case, the editor determines a more competent specialist;
- reviews of articles are not published in the public domain, but if necessary or at other controversial points, they can be provided to the author after a written appeal to the journal. Herewith, the principle of a double-blind peer review should be kept.
- the final decision on the possibility of an article's publication is made by the editorial board, taking into account the received review(s) as well as the reasoned response of an article's author(s);
- an article can be rejected by the the editorial board's decision before a peer review process if it is not prepared in accordance with the requirements for the authors;
- in case of arising disputes and/or conflicts, the appeal of an author and/or a third party can be considered at the meeting of the editorial board with subsequent notification of the interested parties about the decision;
- all disputes not stipulated by these regulations will be resolved in the court according to the current legislation.
The process of double-blind peer review of scientific articles contributes to the fair evaluation of the manuscript, determining its compliance with the requirements of the journal and involves a comprehensive analysis of the weak and strong points of the article.
Publishing Ethics
Proceedings of Higher Educational Institutions. Sociology. Economics. Politics Journal is guided by the principles of publication ethics developed on the basis of the international standards (COPE, PERK, Elsevier). An article's publication in a peer-reviewed journal is an important element for evaluating the quality of the author's work. That's why it is important to agree upon the standards of expected ethical behavior.
Publication ethics consists in compliance with the following requirements:
For authors:
- an article's authors should specify only the researchers who have made a significant intellectual contribution to the obtained results; It is supposed that all authors agree with the publication of an article and do not object to the specified order of authors in the article;
- the author who is in correspondence with the editorial board is responsible for the accuracy of the obtained data and is obliged to exactly and timely inform the co-authors;
- an author(s) of the article should provide only reliable research results as well as objective discussion of the research significance. The description of the materials and methods of the research should be so detailed that it was possible to exactly reproduce and obtain the relevant results. Knowingly erroneous or falsified statements are not allowed as it will be considered a gross violation of publication ethics. The manuscript will be rejected from publication;
- the borrowed fragments that were used in the work should be provided with the original sources which are represented in the list of references;
- an author(s) should not submit to the journal an article that is under consideration in the other journal or had been previously published;
- to the editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal an author (s) should submit an article prepared in accordance with the guidelines for authors:
- an author (s) can make changes to his article before its acceptance, if it is agreed with the editorial board;
- an author(s) reserves the right to distribute his(their) article after the publication in "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal, providing a link to the journal;
- an author (authors) can place and archive the works on his website or institutional repository;
- an author(s) has the right to cite his(their) article that was published in "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal in subsequent works, providing a link to the journal;
- an author(s) has the right to withdraw his article from publication;
For the journal's editorial board:
- the journal's editorial board should consider each manuscript submitted for publication in the unbiased way;
- on the journal's website there should be placed a list of necessary requirements for submission of articles;
- editorial board should keep the review process confidential. It is forbidden to distribute, use the materials for personal purposes without the an author's consent;
- the journal's editors, without the participation of reviewers, can reject the submitted manuscript if it goes beyond the goals and topics of the journal; it is of bad quility; in the submitted materials it was revealed a fundamental contradiction to the ethical principles the journal abides by;
- editorial board should make every effort for processing the submitted materials in a timely manner;
- the journal's editors should guarantee that the published materials comply with the international standards of scientific and publication ethics;
- the journal's editorial board should bring into accordance with the author(s) editorial changes that should be made in the article;
- editors should follow the principle of double-blind peer review;
- editors should guarantee high quality of materials published in the journal;
- editorial board reserves the right to ask for the original (not revised) research data from the authors including for providing them to the peer reviewers;
- in case of arising disputes, the journal's editorial board should carefully study every case and consider the arguments of all interested parties. Before taking further action, the editorial board strives to obtain the most accurate information from all parties. The editorial board's decision should be objective and not be affected by third parties.
For peer reviewers:
- a peer review process of the article lasts for 2 or 4 weeks if anything else is agreed with the editorial board;
- a peer review process of articles should be objective. Biased attitude to the peer-reviewed material is not allowed. Recommendations of a peer reviewer should contribute to improving the quality of the article;
- a peer reviewer has no right to spread the information on the peer review process to third parties, except the cases approved by the editor;
- if there is a conflict of interest, a peer reviewer should notify the editor and not continue peer reviewing the work;
- a peer reviewer who has no sufficient knowledge for evaluating the manuscript should inform the editor with a request to exclude him from the peer review process of the manuscript;
- a peer reviewer is not forbidden to evaluate the submitted manuscript if he has personal or professional relations with the authors;
- a peer reviewer is forbidden to distribute or use the materials for his personal purposes;
- in case of the expert's decision on the necessity to make changes in the article, the author sends to the editorial board a revised version of the article which will be peer rereviewed.
Originality and plagiarism:
- different forms of plagiarism can be providing someone else's work; copying (paraphrasing) essential text fragments from other works (without reference to the source); use of pictures, photographs, tables, graphs and other forms of graphical representation of information without specifying the source; use without a written permission of materials the authors or copyright holders of which prohibit the use of their materials without special consent; claiming one's own rights to other people's work. Any kind of plagiarism is unacceptable for publication in "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal;
- all articles that are submitted to the journal are subject to obligatory text verification for plagiarism through Antiplagiarism System. If necessary, the editorial board can use additional tools for searching for the borrowings. The articles with a low percentage of uniqueness (less than 75%) are not approved to publication;
- the journal's editorial board does not allow the use of the techniques that will allow to increase the level of the article's uniqueness. The articles in which there were revealed the signs of technical modifications for the purpose of artificial increase of the text uniqueness will not be published in the journal even in case of revising.
- surveys and other articles, which for objective reasons require more citations, are considered by the editorial board on the individual basis.
Plagiarism reveal is carried out within the framework of scientific peer review as well as after the publication of articles if there was an appeal of readers with the relevant statements. Illegal borrowing the results of other people's works contributes to the withdrawal of the article from publication even if it has already been published.
Disclosure of conflicts of interest:
The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal encourages the authors to disclose financial or other potential conflicts of interest that can affect the results of the peer review process.
Potential conflicts of interest can be:
- getting financial compensation for participation in writing an article;
- any relations with organizations that have a direct interest in the subject of the research;
- getting financial support for any stage of research or manuscript writing (including grants and other financial support);
- competitive and other relations of editors and peer reviewers with any of the authors of the submitted work.
To prevent conflicts of interest and in accordance with the accepted ethical standards of the journal, each of the parties has the following responsibilities:
An editor should:
- pass an article for consideration to another peer reviewer if there is a conflict of interest with a peer reviewer and an author;
- ask the information on possible competitive interests from all participants of the article publication process;
- ensure the publication of edits if information on the conflict of interest was obtained after an article's publication.
An author should:
- specify known and potential sources of conflict of interest;
- provide a place of work and a source of financing of the research;
- prescribe the absence of conflict of interest, if it corresponds to reality.
A peer reviewer should:
- inform the journal's editor-in-chief about the conflict of interest (dual obligations, competing interests) and refuse to peer review an article.
The information about conflicts of interest obtained from the authors of the manuscripts is not provided to peer reviewers and is available only to the editorial board when making a decision on the publication of the manuscript.
The editorial board members, authors and peer reviewers should keep confidentiality of all stages of the article publication process. No matter if the submitted manuscript is published, correspondence with the journal and the peer reviewers' reports should not be disclosed or used for personal purposes without the prior written consent of all parties. To avoid the cases of publication ethics violation, the conflict of interests of all parties involved in the article publication process should be excluded.

Author fees
Publication in “Proceedings of Higher Educational Institutions. Sociology. Economics. Politics" is free of charge for all the authors.
Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Proceedings from higher educational institutions. Sociology. Economics. Politics" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
The editorial board of the “Proceedings from higher educational institutions. Sociology. Economics. Politics" allows authors to post the manuscript as a preprint before submission for review and to archive independently their articles in disciplinary and institutional repositories.
Preprints
The editorial board of the “Proceedings from higher educational institutions. Sociology. Economics. Politics" encourages uploading preprints on preprint servers. The Committee on Publication Ethics (COPE) defines a preprint as 'a scholarly manuscript posted by the author(s) in an openly accessible platform, usually before or in parallel with the peer review process.'
A preprint publication shall not be considered duplicate publication nor shall it influence the editor's decision to publish it in the “Proceedings from higher educational institutions. Sociology. Economics. Politics".
The author must notify the editorial board of the “Proceedings from higher educational institutions. Sociology. Economics. Politics" about the posted preprint at submission of the manuscript for review, furnishing a link to the preprint with its DOI identifier and the dissemination terms and conditions.
It is the author’s responsibility to add a link to the published manuscript in the preprint record. The link must contain the DOI and the URL of the article published on the journal's website. The original preprint should not be modified based on the reviewer’s and editor’s comments. The preprint should not be replaced with the text of the published article.
Do not delete the preprint text.
Manuscripts Accepted for Publication
The editorial board of the “Proceedings from higher educational institutions. Sociology. Economics. Politics" allows manuscripts that have been reviewed and are accepted for publication to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
The text of the manuscript should contain the author’s clarifications about its status and information about the planned publication.
Example: The ARTICLE TITLE has been reviewed, accepted for publication, and will be published in 2021 (3) of the “Proceedings from higher educational institutions. Sociology. Economics. Politics".
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Final Versions of Manuscripts
The editorial board of the “Proceedings from higher educational institutions. Sociology. Economics. Politics" allows manuscripts that have been peer-reviewed, accepted for publication, edited and ready for publication (proofread and typeset) to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints.
